Danish Meteorological Institute commits to aid Ghana digitize weather services

The Danish Meteorological Institute (DMI) has led a delegation on a courtesy visit to Ghana’s Deputy Minister for Communications, Digital Technology and Innovations, Sukparu Mohammed, to explore enhanced cooperation in strengthening Ghana’s meteorological architecture through the digitisation of weather services, climate change collaboration, and improved early warning systems.

The engagement underscored DMI’s sustained commitment to supporting Ghana’s weather and early warning infrastructure, a partnership that dates back to the 18th World Meteorological Organization (WMO) Congress in 2019, when then Minister for Communications, Ursula Owusu, called for stronger international collaboration to modernise Ghana’s meteorological services.

This commitment was further reinforced at the 19th WMO Congress in Geneva, where emphasis was placed on digitising weather services and improving analytical interfaces and knowledge-sharing platforms between advanced meteorological institutions and Ghana’s National Meteorological and Hydrological Services (NMHS).

The current engagement builds on earlier Ghana–Denmark cooperation, including discussions held during the WMO Congress in October 2025, as well as the Ministry’s participation in the Beyond GovTech Programme, hosted by Digital Hub Denmark in collaboration with Denmark’s Ministry of Foreign Affairs, also in October 2025.

During the meeting, Deputy Minister Sukparu Mohammed outlined persistent challenges affecting Ghana’s meteorological infrastructure, including outdated equipment, limited IT infrastructure, and inadequate data processing capacity. He disclosed that consultations have been completed on a bill aimed at revitalising the Ghana Meteorological Agency (GMet), which will soon be submitted to Cabinet and Parliament.

He further announced the completion of consultations on legislation to revitalise the Ghana Meteorological Authority, proposing the establishment of a regulatory body to license and oversee meteorological data service providers, spearhead research and training, advise government on weather and climate matters, and ensure compliance with international standards.

The Deputy Minister welcomed DMI’s continued technical and capacity-building support, including plans for a comprehensive gap analysis of GMet’s data, observation, and digital infrastructure. The assessment will be conducted by cBrain, a Danish GovTech firm specialising in digital governance and large-scale public-sector workflows, and will inform a clear roadmap for future investments.

Director of the Danish Meteorological Institute, Ms. Marianne Thyrring, noted that the cooperation under the Strategic Sector Cooperation Programme is focused on strengthening Ghana’s digital foundations to meet growing climate and weather information needs. She explained that while progress has been made in data collection, significant gaps persist in data integration, processing, archiving, and end-to-end digital workflows.

According to Ms. Thyrring, the ongoing IT gap analysis will provide a structured diagnosis of these challenges and deliver a digital transformation roadmap to guide targeted investments, improve operational efficiency, and enhance the delivery of reliable weather and climate services. She added that the expert assessment also prioritised aviation meteorology, aligning with Ghana’s national vision to strengthen early warning systems for improved safety and operational efficiency.

The initiative reflects the long-standing bilateral partnership between Ghana and Denmark, founded on shared commitments to cooperation in strategic areas including climate resilience, aviation safety, disaster preparedness, and digital transformation.
