Ghana becomes first African country to sign Defence pact with the EU

Ghana has become the first African country to sign a defence pact with the European Union, granting it access to a €50 million security support package earmarked to strengthen defence capabilities across the African continent.

The historic agreement was signed following a high-level visit by the EU High Representative and Vice President, Kaja Kallas, and her delegation to Ghana, signaling a deepening of cooperation between Accra and the EU, particularly in the area of security.

The pact was formalised at the National Security Council Secretariat, where the EU delegation, led by the EU Ambassador to Ghana, Rune Skinnebach, also donated security equipment, including surveillance systems, drones, and motorbikes, to enhance Ghana’s operational readiness in addressing emerging threats.

The agreement comes at a time when insurgency across the Sahel region is intensifying, raising concerns about potential spillover into coastal states such as Ghana, which shares proximity with several volatile countries. The threat has already been felt, following a deadly attack in Titao that claimed the lives of eight Ghanaian nationals and left others injured.

The incident has reinforced the urgency of strengthening Ghana’s border security and deepening collaboration with regional and international partners, including the United States Africa Command and the European Union, as part of broader efforts to counter terrorism and prevent the spread of violent extremism.

The €50 million facility forms part of a wider continental support framework established by the European Union to assist African countries in enhancing their security infrastructure.

Rather than being allocated exclusively to Ghana, the fund is designed as a shared resource accessible to multiple African states, with priority given to countries facing heightened security risks. The initiative aims to build resilience against insurgency, terrorism, and transnational threats through capacity-building, equipment support, and strategic defence cooperation.

As part of the visit, the EU delegation held bilateral engagements at the Ministry of Defence, where the Acting Defence Minister, Cassiel Ato Forson, welcomed the partnership and underscored its importance for Ghana’s territorial security. He noted that the newly donated equipment would support the operationalisation of the Electronic Warfare Centre and significantly enhance border surveillance capabilities.

The Minister also called for increased EU support to equip Forward Operating Bases, address rising piracy along Ghana’s coastline, and strengthen protection for Ghanaian peacekeepers deployed abroad. Both sides reaffirmed their commitment to deepening cooperation to promote regional peace, stability, and security.

These efforts align with the European Union’s broader regional strategy focused on fostering security, stability, and sustainable development across West Africa and the Sahel. Key among such initiatives is the Alliance for the Sahel, a partnership involving the EU, Germany, and France to coordinate development and security assistance in the region.

The EU has also pledged financial and humanitarian support for displaced populations and host communities in coastal countries including Ghana, Benin, Côte d’Ivoire, and Togo, as part of measures to address the spillover effects of Sahelian instability.

In addition, under the European Union Strategic Defence Initiative in the Gulf of Guinea (EU SDI GoG), Ghana’s Army Combat Training School recently hosted a specialised Training-of-Trainers programme focused on assault river-crossing operations, aimed at strengthening operational capabilities within the Ghana Armed Forces.
