Nigeria and U.S nearing a strategic security framework – Rep. Riley Moore

U.S. Representative Riley Moore has hinted at an imminent strategic security framework between the United States of America and Nigeria aimed at addressing insurgency and rising terrorist activities in the country.

According to Moore, the proposed framework will focus on capability gap-filling, intelligence sharing, and joint operations against targeted terrorist groups. He cited the December 25, 2025 U.S. strike on ISIS targets in Sokoto State, during which the United States reportedly deployed 12 Tomahawk cruise missiles, as a model for the type of cooperation envisaged.

“We cannot sit back and allow the slaughter of Christians to continue in Nigeria. And the good news here is that the Government of Nigeria is working with the U.S. The strike that we had was in cooperation with the Nigerian government, so we are moving in a positive direction in all of this. I think there will be a strategic framework that will be set up sometime soon between our two countries that is in the works, where we will be able to provide some capability gap-fillers for the Nigerian military.” he said

Moore described the strike as a turning point, saying it overturned a pattern of two consecutive years of Christmas Day attacks on Christians, noting that “this time, terrorists paid the price.” Contrary to that, there were reprisal attacks recorded in Adamawa State between December 26 and 29, where terrorists attacked three communities, killing about 15 people and destroying properties.

Speaking during a media interaction on Newsmax, Moore recounted a congressional delegation visit to Nigeria in December, during which lawmakers visited Internally Displaced Persons (IDP) camps and listened to harrowing accounts from victims.

He narrated the story of a woman whose five children were murdered, as well as another woman who lost her husband and two daughters to terrorist violence, describing the experiences as deeply disturbing.

Moore said his opposition to the attacks was reinforced by what he described as barbaric violence, particularly condemning a reported statement attributed to ISIS, which allegedly offered Christians the option to convert to Islam or pay a tax to avoid being killed.

He reiterated the United States’ resolve to confront terrorism in Nigeria in a post on X, stating that the U.S. would not back down in supporting its Christian brothers and sisters in Nigeria, a position he said is strengthened by the backing of the U.S. government.

Moore also criticised members of the Democratic Party, accusing them of portraying the violence as generalized insecurity or land disputes rather than acknowledging what he described as targeted persecution of Christians. He stressed that the attacks have a specific focus on Christian communities in Nigeria, calling for stronger international recognition and response.

U.S. Congressman Riley Moore’s engagement in Nigeria’s terrorism targeted at Christians was undertaken at the direction of former U.S. President Donald Trump, alongside House Appropriations Committee Chair Tom Cole, to investigate what he described as “radical Islamists killing Christians in Nigeria.’ else he will “send-guns-a-blazing” should the Nigerian government fail to take decisive action against terrorist groups.
